By 2027, we will create 50 virtual collaborative factories and optimize the production process by distributing robots to manufacturing sites. It will also support the distribution of 10,000 manufacturing and safety robots to industrial sites.

Accelerate the green transformation of the manufacturing industry with digital technology. A dedicated R&D project will be established to break through the carbon-neutral limiting technology of major industries, and support such as expansion of R&D and facility investment tax credit will be strengthened. By 2025, 1,800 clean factories for small and medium-sized enterprises will be built.

A corporate ecosystem will also be created to promote eco-friendly and intelligent mobility (transportation means). Accelerate the transition to eco-friendliness by raising the purchase target for eco-friendly cars, strengthening the obligation to install electric vehicle charging facilities in new facilities, using hybrids, and developing low-carbon/non-carbon ships.

High-tech industries that are directly related to economic security and national competitiveness are fostered as future strategic industries. In order to lay the foundation for the growth of national high-tech strategic industries such as semiconductors and batteries, it has decided to provide bold incentives for semiconductor facility investment and expedite approvals and permits. Through the operation of the National Advanced Strategic Industry Act support system, strategic industries and ecosystems such as semiconductors, batteries, and displays will be comprehensively supported, including R&D and international cooperation.

Reinforcement of talent training, which was highly demanded by the industry, was also reflected. Designate a semiconductor-specialized university and consider expanding the quota for related departments.

In response to the 4th industrial revolution, we will strengthen R&D related to the demand of digital realization industries such as robots, AI semiconductors, and power semiconductors.

In addition, new industries will be nurtured to solve social problems such as epidemics (pandemic), population structure, and climate crisis. Under this goal, it was decided to ease related regulations and create systems and infrastructure. A new carbon-neutral and fine dust-response energy industry will also be commercialized early.

In the field of bio and digital health, the goal is to become a powerful vaccine treatment powerhouse. Establish an innovative R&D system (Korean Arpa-H) for issues related to health and security, such as infectious diseases, and national issues such as rare and incurable diseases. In the event of a pandemic, we will prepare a strategy for developing an ultra-rapid vaccine treatment and promote the enactment of related laws.

In addition, with the World Health Organization (WHO) bio manpower nurturing hub as an opportunity, we will build a global bio campus and take a leap forward as a global center in the bio field by holding the World Bio Summit.

It will also create an innovative ecosystem through regulatory improvement, such as the creation of a mega-fund for the development of innovative new drugs, which the industry has continuously demanded from the government, nurturing convergence talents such as 'medical scientists', and the biohealth regulatory sandbox. Secure next-generation advanced medical technologies such as artificial blood and gene therapy, and expand public clinical research.

Construction and opening of health and medical big data will continue. The “Health Information Expressway” system, where individual citizens can easily utilize their own medical and health information, is built and customized to provide information. To this end, it is planning to prepare a legal and institutional basis for medical my data and digital health care services.

Expand data-based R&D, such as building and opening big data for health care, and developing artificial intelligence using bio-digital technology, and promote precision medicine.

They also decided to speed up the transformation of the service economy to secure new growth engines. In order to prepare an institutional basis for comprehensive support of the service industry, the enactment of the ‘Service Industry Development Framework Act’ is promoted.

Resolve discrimination between manufacturing and service industries and introduce service-specialized systems. While preparing service-friendly taxation and financial support measures, it plans to improve systems such as service KS certification activation.

It also presented specific action plans for realizing a global media powerhouse. Together with related ministries such as the Korea Communications Commission, the Ministry of Science and ICT, and the Ministry of Culture, Sports and Tourism, we will promote the establishment of a dedicated organization that serves as a media strategy control tower, and prepare a media future strategy and legal system that enables new and old media to grow together.

Outdated regulations across the industry, such as the broadcasting industry license/approval/registration system, ownership/management/advertising/programming regulations, were decided to be overhauled.

ICT-based content plans to expand public-private investment as a part of production innovation and strengthen competitiveness by promoting technology convergence. Specifically, it will build a 'super-realistic virtual production studio' and apply ICT to the content production and distribution process from filming to localization. It also includes contents that support single creators in the media field at each stage of growth to nurture talents tailored to demand, and strive to develop realistic media such as metaverse.

The direction for improvement in the small and medium-sized and regional broadcasting sector was also presented in the fostering task. The plan is to ease regulations and prepare content production resources and infrastructure to enable balanced regional development and sustainable growth of the broadcasting industry.

The new government is also pushing for the first commercialization of fully autonomous vehicles and urban air transportation. It is decided to lay the foundation for fully autonomous driving by 2027 and commercialization of urban air mobility (UAM) by 2025, as well as the infrastructure, laws, systems, and demonstration foundations. Electric/hydrogen vehicle clusters and certification/inspection maintenance systems will also be established.

It supports the advancement of the logistics industry by expanding smart logistics facilities such as artificial intelligence (AI)-based cargo handling and enacting unmanned delivery laws using drones.

It has decided to expand R&D investment in innovative and challenging tasks such as hypertube and in areas with high sensitivity to life such as safety, fine dust, and residential environment.
